Updated the BIRT documentation (org.eclipse.birt.doc) plugin version is updated from version 1.0.1 to version 2.0.0.

Description:
In preparation for the BIRT 2.0 release, the BIRT documentation (org.eclipse.birt.doc) plugin version is updated from version 1.0.1 to version 2.0.0.
The documentation content is currently unchanged from BIRT 1.0.1.
Tests Description:
Test with build script to create export folder with correct plugin version.
