Description:

Fix  Bugzilla Bug 109694 -- Warning message should not appear when
BIRT_HOME is not necessary 

Why:

There is warning message if BIRT_HOME is not set, but the report can be
viewed correctly. Since  BIRT_HOME is not a must, we should remove the
warning.

Fix:

comment out the statement that output warnings
