Title: recording information about code contribution from none-eclipse-committers
Fellow committers
Eclipse development process requires us to keep track of code contributions from non-eclipse -committers. Platform team has a good practice that they will only take code contribution from bugzilla and use bugzilla as tracking tool for out-side code contributions. I suggest we also follow this practice. If you receive suggestions of code improvements in the news group or email, please suggest the contributor to attach the code in bugzilla, and state his intention to contribute his/her code under EPL. Please also email your project lead the bugzilla id if you decide to incorporate the code into Eclipse code base.
