Here is an update of the following specification documents:    

BPS 15 - Chart UI Usability Specification
This updates includes new features added to M4 to enhance the usability
of the chart builder as well as a reorganization of the document.

BPS17 - Chart Scale Axis Grouping Enhancements Specification
This updates includes modified wording, updated screenshots and
sub-levels grouping.
