I am not aware of someone leading the effort on portuguese translations. I think there is a significant numbers of Brazilian contributors.
Translators can contact through this mailing list. If you need to talk with other portuguese translators, I think it is ok to have discussions going on in Portuguese on this list.

- Is there a validation/certification process? Who, when and by witch criteria is it done?
That's still in the works, it was discussed during the Babel development calls but we haven't had time to implement it. (209687, 254847)
- When will the translations be available? No matter how many translations are performed, the % conclusion counter stays the same.
That's because the % is changed every 4 hours or so, by a background job. We need to find a more appropriate solution for this, maybe by running the job more often or incrementally. I thought there was a bug for that one but I can't find it.
- The Portuguese translation needs a glossary, just like the French team has (http://wiki.eclipse.org/French_Glossary). How can it be done?
Sorry for posting so many questions, but I'm really interested in having RCP in Portugues.
