Thank you very much for your testing
effort! The success of the Eclipse project relies on the participation
of the open source community. Any participation, no matter if it's coding,
translations, or testing, any effort is appreciated!

I took a quick look at your list of
issues. I may not be able to answer every question one by one since the
list is quite long. However, I can summarize and provide some general answers
and comments:
- As you have noted, "many strings
are not localized...except for the Chinese and French versions." Babel's
translations are contributed by the community. We rely on the participation
of all the countries to fill in all the translation gaps. A few countries
are more active that others. It could be just because some of the countries
are not aware of the Babel project. We need to spread the news about the
Babel project at conferences, news groups, mailing lists, wherever we could
to encourage participation to make the Babel project successful!
- "OPL-3911:the tab titles stay
in the previous language even if you have changed the current locale"
I noticed the issue when I was switching among languages too. I think Eclipse
tries to improve performance by loading some of the strings from cache
memory in the workspace. This should only be a problem for testers. In
real life usage, an end user for one language, like French, probably would
not switch to another language very often. Workarounds are to start Eclipse
with the "-clean" command line option, or to close and reopen
the problems view. I agree this is a minor problem. You may open a bug
report against Eclipse Platform.
- "OPL-3868:max character width
in the preferences window is not localized" This string and many other
strings have been externalized, but just not translated by many languages
yet. We've added a set of pseudo translation language packs to Babel recently
(see http://dev.eclipse.org/mhonarc/lists/babel-dev/msg00448.html for more
info). Once you have the pseudo translation language packs installed, start
Eclipse with the "-nl en_AA" command line option, then you may
see some special prefixes in front of all strings.

- String without these special prefixes
are probably not externalized by the Eclipse project (or the Babel project
may have some problems locating the project's source files using their
map files).
- The prefix serves another purpose.
Using the index number, you may locate the string in the Babel Translation
Server by looking up the index in the "eclipse\features\org.eclipse.babel.nls-eclipse-en_AA_<feature-version>\BabelPseudoTranslationsIndex-eclipse.html"
index file.
- For example, this "
&Maximum
character width:" strings
is located at: http://babel.eclipse.org/babel/translate.php?project=eclipse&version=3.3.1&file=org.eclipse.debug.ui/ui/org/eclipse/debug/internal/ui/preferences/DebugPreferencesMessages.properties&string=ConsolePreferencePage_Console_width

Hello,
 
My name is Isabelle Murru and I am responsible
for localization projects at ILOG (I popped in this morning about the translation
of breadcrumbs in French!). 
 
A number of our products are integrated into
the Eclipse IDE and we are particularly interested in the coverage and
quality of the Eclipse localization for the languages we support. Unfortunately,
we have no time to spare to participate
actively and directly to the translation.
However we have run a few tests recently (on Eclipse 3.4) and have detected
a number of “pure” Eclipse bugs, which we have gathered in the attached
document for your information and for your review and correction.
I am not quite sure whether this is the right
way to interact with you and who is the leader of the project, but I hope
that this mail will eventually reach the right person(s) and that you will
find our feedback useful. We have another large project for an Eclipse-based
product and more feedback will be directed to you later on. 
 
On a side note, I have detected a few terminology
issues in the French version which I would like to share with you (in particular,
there a some terms that had a better translation
in my opinion in the previous version (3.3.x) and I would like to make
requests/proposals for change). We might also report issues for the other
languages that we support. Do you have a specialized blog or any kind of
collaborative tool where we could exchange on this subject?
