Eclipse committers can specify the project source locations here:
http://babel.eclipse.org/babel/project_source_locations.php

Babel will then extract all translatable strings for translation.

I had "modeling.tmf.xtext 2.18" setup. I also synced up all existing translations. See this for example:
http://babel.eclipse.org/babel/translate.php?project=modeling.tmf.xtext&version=2.18&file=org.eclipse.xtext.xbase.ui/org/eclipse/xtext/xbase/ui/editor/ConstructedXbaseEditorMessages.properties

Language packs for "modeling.tmf.xtext 2.18" are included in the latest builds here:
https://build.eclipse.org/technology/babel/babel_language_packs/
