Thank you for provisioning the new vserver! My preliminary testing of the new server is positive. Characters in different languages are displaying correctly on the translate page. I will wait for the new builds and test the Babel Language Pack Zips and Update Sites.

This is not a simple task! The Babel community really appreciates your time and effort in resolving all the difficult issues during the upgrade! Thank you!

I've (finally) converted all the Babel database data to proper utf8, and 
the server is back online.  Please log in and perform a few translations 
to make sure all is well.

I'll re-enable our nightly build process so that the output can be verified.
