[babel-dev] Maps processor is 'off'

Team,

Since Galileo has launched, I have disabled the maps processor.  The Galileo map files all point to HEAD, and they should now point to the rtag that identifies the release.

Then again -- in a tagged release, there should be no changes in the files what would warrant processing the map files.

Instead of implementing bug 269066, perhaps I should just add a glag to the release trains table to tell the maps processor to not crawl map files for 'released' release trains.  Thoughts?
