Introducing ... Galileo RC1

As requested by Kit in this morning's call, I have altered the promote.sh script to accommodate the common I-build -> Release Candidate -> Release workflow.

I have also updated the Building/Releasing docs.

Let's go ahead and test RC1. I will promote the next I-build (June 7) to RC2.
