I've updated the DB and Kit is now the Project Lead for Babel.  Kit should be
able to complete the election by logging into the Portal and completing the
request for CVS/SVN info.  That will kick off the NCRF (New Committer Request
Form) and the remaining workflow should continue on in a happy state.

Closing out.  If any other issues are encountered, please re-open.
