[babel-dev] 3.2 translations imported

Team,

The 3.2 translations have been imported for both 3.3.1 and 3.4 on the 
live site.

I've also implemented the Track File Progress enhancement, as it was no 
longer apparent which files needed work, with many of them being 100% 
complete.

Gabe, I'd like to tag a release with our recent changes.  Do you concur?
