[atf-dev] Commit rights for Philip Berkland have been expired

webtools.atf Committers,
Philippe Ombredanne has expired the commit rights for Philip Berkland
(pberkland).  The reason for this change is:

All:
per Phil Berkland's request I am removing him from the list of ATF
committers .
Phil contributions have been awesome and include the now graduated
JavaScript editor JSDT that is part of the Webtools 3.0 release where he
continues being a committer.
We will continue to work and collaborate closely together.

Ombredanne has nominated Philip Berkland for Committer Emeritus status.
