I was able to download PDE as well as AJDT from Europa Discovery update site->Java Development, present by default in the Eclipse->Software Updates.

Raj, you should just be able to get it from the standard eclipse
update site. It's a default package. If not, you might want to
download "Eclipse classic" from here
http://www.eclipse.org/downloads/, which has PDE builtin.
