Generally Adrian and Andy set target milestones on the bugs, and
both have already said that we'll need to establish milestones on
new bugs.  With 80+ bugs already outstanding, that process can take some
time without delaying the release.  However, developers do get the bugs 
when they are written, and if a bug seems particularly important, 
a developer might start working on it before it even has a milestone.

Andy's/Adrian's main point is that we track distance-to-completion
based on the bugs, not on a plan, so that's your best indicator.
Adrian has already said that many bugs we'd hoped to get to in 1.5.0 
might be deferred to 1.5.1, in the interest of getting the release 
in the hands of users.

P.S. - all bugs default to P3. Sometimes we target a bug for a 
milestone but don't change the priority - e.g., there are some 
VerifyError bugs which should probably be P1 and are being treated
as such, but are recorded as P3 now.
