[aspectj-dev] new bcel jar: rebuild needed

I've just checked a new BCEL jar into the lib folder.  Because of one signature change you'll need
to 
do a "rebuild-all" after updating it (actually, you just need to rebuild weaver).  

Just FYI, the bcel change was due to a locale bug which is now fixed; we are now using a patched
version of
bcel-5.1.  Previously, we were using an unpatched version of bcel-5.0.
