The first pass of the CmdLine Web Service is up and running on the
Catalyst Tomcat instance.
The service takes 2 parameters:

1. Working directory to cd to
2. String array of the Command Line, including the command and
parameters.


For example:

Working directory:  c:\ALFWorkspace
Cmd String Array:  {"cvs", "checkout", "org.eclipse.ui.examples.rcp"}

This will checkout the org.eclipse.ui.examples.rcp CVS module assuming
that the CVSROOT environment variable is set.

Note:  The Web Service will wait until the Cmd Line has finished before
returning.
Use { "cmd.exe", "/c", "start", .....}  for the Web Service to return
immediately.

Note 2: Use cmd.exe /c to run batch files.
