2. Incremental rebuilds trigger when a dependent project rebuilds, even if
there were no changes when rebuilding the project


Are both projects AspectJ projects?  We work better right now if they
are both AspectJ projects because JDT is quite secretive about its
internal state about what changed in Java projects.
