This operation is beyond Aether's scope.

Can I get a list of available artifacts from a remote repository and if
possible limit the query to artifacts with a certain file name (like
feature.xml (to discover installable Karaf features)).

To query repositories for their contents, you might want to look athttp://maven.apache.org/maven-indexer/ instead.
