HelpSearchPage gets display on the search dialog, with the "Scope" section
added at the bottom of the page.
This "Scope" does not make sense for searching documentaion.  It should be 
optional on a page.  Help documents are not resources in the workspace, and a 
way to specify the scope is completely differetn.

Dani please add explanations for how to disable the scoping section using the 
mark-up and then move the bug to the Platform-Help component.

This is is fixed. XML has to specify if the scope should be shown
(showScopeSection="true"). Default is false.
No action for Help plug-in
