build i1118, winxp, sunjdk1.4.2

As per bug 37696, we need to remove requirements from SDK plug-ins (including
tests and examples) on org.apache.xerces.

As of build i1118, org.eclipse.compare.examples.xml still has this dependancy.

Andre, note that the Xerces plug-in will NOT be removed for M5 (still awaiting
PMC approval) so don't feel that you have to fix this for tonight if its a rush.
