We should somehow tell users about the fact that the upgrade policy (what 
versions are considered an upgrade) is configurable in the Preferences. For 
example, an Eclise 2.0.0 or 2.0.1 SDK user will not find Eclipse 2.1 SDK as a 
result of the update search unless 'minor' increments are also considered an 
update (by default, only service is considered). 

A nice place to put is:

1) If no hits are found, modify the message to say "There are no updates at 
this time. Note that settings in the Update Preferences may affect search 
results".

2) If there are hits found, add the note about Preferences in the search 
wizard. The users should now that the results are based on the current setting 
and that changing the setting may yield different results.
