Build 20020722

- open new resource perspective
- drag the search cool item down to form a new row
- Window / Customize Perspective / Other / uncheck Search / OK
- the external tools cool item takes its place, moving down from the first row

When the last cool item in a row is removed, the row should be removed, 
without affecting cool items on other rows.

This is being caused by SWT Coolbar code.  Indicated depends on PR [Bug 21834].

Verified that this is fixed in 2.0.1 200208007 build.
