In F2 the Next/Previous buttons in toolbar of compare & Java editor are using 
the same ID as the global actions in the Navigate menu. As a consequence these 
buttons are retargeted if a View is opened while a Compare or Java editor is 
open. This happens for the Search result view and the Synchronize View. However 
if no Compare and no Java editor are open, there are no Next/Previous buttons 
in the toolbar and the Search and Synchronize views cannot retarget these 
actions.

This is confusing for the user because sometime they get the buttons, sometimes 
not. See bug #19231.

If the toolbar actions are no longer retargetable the Synchronize view will 
loose its Next/Previous buttons. The Search result view already has 
Next/Previous buttons in its local toolbar.

The Next/Previous toolbar buttons of the Compare editor are now independent 
from the gloable actions and are not retargeted bySearch and Synchronize view.
