In the compare editor, when no items in the structure section are selected, the 
popup menu still shows an "Expand All" option.  When the option is clicked, 
without any selected items, nothing is done.  Either the item should be 
disabled when there is not a selection or the action should expand all root 
items fully ( That is what I really want ).
