Tested on 3.1RC1:

Fresh installation of 3.1RC1, fresh workspace, new eclipse application launch
configuration, no projects in workspace.

-> if the target platform is the same as the IDE I am running everything works fine

-> if the target platform is a different fresh installation of 3.1RC1 the launch
fails

-> if the target platform is a fresh installation of 3.1M6 everything works fine

For your host Eclipse instance, where is your workspace located?  is it under 
the Eclipse installation or outside?
