It would be nice if you could add a file to a commit set from the editor and/or
the navigator/package explorer right-click Team menu.  This would allow the team
workflow to not interfere with the editing workflow as a user begins to "build
up" a new patch one file at a time.  As it stands, you have to switch over to
the synchronize view to manipulate commit sets.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
