Build I200408120010: The descriptions of the extension element details are not 
accessible other than by mouse

- Open extensions page in the plugin manifest editor
- Navigate to an extension element of an extension
- Hover over the labels in the form editor of the particular element

Before 3.0 setting the focus on a property in the properties view displayed 
this information in the status bar of the workbench. This could be 
reintroduced for consistency

An alternative could be to support "Edit > Show Tooltip Description (F2)" as in Java editors.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
