The following help docs have an unnecessary content-language line which leads 
to corruption in many of the translated versions:

org.eclipse.cdt.doc.user/getting_started/cdt_w_basic.htm
org.eclipse.cdt.doc.user/getting_started/cdt_w_standard.htm

The line:

<meta http-equiv="Content-Language" content="en-us">

should be deleted from those files.  It creates problems in the translated 
versions, even when the line is modified to reflect it's locale.  The safe 
approach is to simply remove this line entirely.

Removed Content-Language attribute in cdt_w_basic.htm and cdt_w_standard.htm as
in the description. The Japanese problem of 71008 is fixed with this patch too.

Fix applied to 2.0.1 and 2.1 today.
