click Window > Preferences > Workbench > Keys, Select C/C++ Source in the 
Category, expand Name combox, the strings "Find Declaration" and "Find Refs" 
are in English.

Here's the fix to externalize the strings.

For build CDT 200409101437,  the externalization of the strings has been 
done.  

However, the translation has NOT been done.

This fix will not be seen in the translations until the files are sent for
translation again, which might be a while.
