The background color for tooltips is always white and appears to be unsettable
by the user. This renders them near useless for users such as myself, who for
reasons of having color sensitive astigmatism choose a color scheme of having
light/white color fonts against a dark background. I can find no way to set the
 background color of the tooltips, nor independantly set the text foreground
color for them. It is imperative that whereever text is used, the user be able
to set BOTH the foreground and background colors so as to be able to achieve a
good color contrast.

Are you certain this is a duplicate bug? Seems like a seperate issue to me. Bug
64861 is refering to highlighting in code assist, this is refering to tool tips
for this small icon buttons. I have included an attachment, note the white box
next to the Program label for the tool tip for one of the icons above it.

Marc you're right it's not a dup of this one but a dup of bug 41867 ;-)
