I suggest that the source editor support an option to only show
editor windows (tabs) for files in the current working set.
When I change working sets, I'd like the editor to "hide" (not necessarily
close) any windows not in that working set. The new 3.0 menus to support
extended lists and drop down lists of open files in the editor which shows,
i.e.

   >> 4

to indicate there are four other editors in the view could show the total
number of editors, i.e.

   >> 4 (16)

might indicate there are 4 additional windows in the current working set,
and 16 other windows in other working sets. The drop down window would
then list the n+4 windows for the current working set, and a cascading
menu to see the remaining windows. In addition, if this option were
enabled, selecting a editor from a different working set would activate that
working set.

I realize that this may be "ambiguous" in that different views
can have different working sets (see 22328 [Working Sets] Global working sets;
see 45212 [WorkingSets] Link the working sets for Projects, Packages, and Types
views). I too would like to see working set linking between
different editors/views within a workspace/window.

If I use Windows->New Window
to create a new platform window, that window would have its own working set.
(Yes, I realize that I can open a new window for each working set, but I'd
rather reuse the perspectives/layouts of the current window and have only one
Eclipse window active, and be able to switch between working sets.)

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
