Move the "Replace from Local History" action into the "Replace from" submenu.
Move the "Add from Local History" behind the "Replace from" submenu.

Fixed, and added a 'Compare with Java Element from Local History' action.

However, now there are two Compare/Replace From Local History actions:
one for resources and for Java elements. This is temporary until bug
#6247 is fixed.
