Project websites domain change

>ACTION PLAN:
>Eclipse project websites are going to move to eclipse.dev. Specifically, this entails:
>All project websites of form eclipse.org/projectname will be moved to https://eclipse.dev/projectname
>A permanent, indefinite redirect from eclipse.org/projectname will be created. This will ensure that eclipse.org/projectname/somepage will still work.
>The timeframe to implement this is approximately 60 days, and will be coordinated via this issue.

We should follow this advice:
>Projects may want to update any static links on their websites(ie: https://www.eclipse.org/someproject/some/other/page.php) to use either the new domain or relative URLs.  While we will be creating redirects so those links will end up in the right place, correcting things will save some back and forth between clients and the servers.
