The function "Lock the Toolbars" which in Main ToolBar is an uncompleted function.
When you use this function and switch the perspective, you can see redundant toolitems or a toolbar without toolitems or a draggable toolbar...

Maybe the "TrimBarLayout" class and the logic of update action set cause this BUG.
