I have unchecked "Enable drag and drop of text" in General -> Editor -> Text Editors but I still get drag and drop if mouse is moved "quickly" while "selecting".

It is very easy to reproduce. Press left button on text editor and then move mouse up and down "rapidly" above and below initial text selection point while keeping the button pressed. After a couple of seconds of this some of the text will be moved around instead of simply changing the selected text as it should. 

I remark that doing the mouse up and down motion "rapidly" is important. If you move the mouse "slowly" then everything works as supposed: Simply,the selected text changes.
