When autobuild is on, the platform UI removes the build button from the toolbar, 
and the "Build Project" action is removed from the project popup menu in the 
Navigator.  The "Build Project" action should also be removed from the packages 
view in this case.  It is a meaningless action when autobuild is on.

I agree that we have to be consistent but removing the build action results in 
instability in the UI. 

There is a deeper problem here: there is no visible indication in the UI that 
autobuild is on. I have to go to a preference page to find this out. Given that 
auto build is a mode it should be visible somewhere, e.g., in a segment of the 
status line.

I'm filing a separate DCR against UI.
