The windows high-contrast theme is based on the win7 classic theme with minor changes. As a result, the look of the theme is very outdated. For instance it used the old style tabs.

Currently the high-contrast Eclipse theme is enforce when the Windows high-contrast mode is enabled. The user cannot change to another theme nor disable theming, see Bug 561217.

Note that Windows provides multiple high-contrast themes, for instance a black and a white theme.

Without theming, I think that there are some usability issues. For instance, active tabs cannot be distinguish from non-active. Not sure if SWT should be updated to support the high-contrast case by default.

I don't know either, if one of the default themes works well with the high-contrast mode. That should be validated.
Also note that supporting selection of themes in high contrast mode is a request for a long time now, see Bug 226139 (though implementations have changed).
