"'Cmd +3' to see all" does work with macOS, but only with the '3' from the main keyboard bit. 'Cmd +3' with the '3' from the numeric pad has no effect. 'Cmd +3' with the '3' from the numeric pad does however allow to open Find Actions in the first place, it's just the "see all" that is affected.

Reproduced on Windows as well, Ctrl+Numepad_3 can open "Find Actions" but does not action "See all". Ctrl+Numepad_3 did action "See all" with old Quick Access.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
