If it currently not possible to tab to the toolbar in a view. Shift tab will 
only take you to the menu pulldown.

STEPS
1) Go to the Resource Perspective
2) Select an item in the tree
3) Shift tab to the pulldown
4) You cannot tab to the menu pulldown

Note that the view menu can be accessed with Ctrl+F10.
This is a dup of bug 52583.
