Can you please provide exact steps to reproduce?
If possible attach a sample workspace or project so that we can reproduce.

I can't reproduce this problem with the latest Eclipse release.

Step1：Select one breakpoint in Eclipse "Breakpoints" view.
Step2: Right Click and Select "Export Breakpoints" or "Import Breakpoints". Then nothing happened.

After I do these steps, The menu option of "Export Breakpoints" turned to gray.
