Once the NL fragments are installed, the workbench comes up in the desired 
language, as expected.  However, when launching the run-time instance of the 
Workbench from the debugger (i.e., open PDE, select plugin.xml, select Debug 
button), the run-time instance comes up in English.

It appears that the run-time (debug) instance of eclipse.exe ignores the 
presence of the fragments.  Perhaps because it is in debug mode?  This problem 
was also reported via e-mail to John Wiegand.

Marked as to be fixed for R1, per agreement with TVT testers for NL signoff.

Problem is not related to debugging.
Rather problem is related to Eclipse startup processing.

This is actually a PDE bug. When launching target, the target fragments are not 
being included in the generated plugin-path.

Fixed in R1.0 stream for rollup.
Needs a different (more involved) fix for 2.0.

Just change the "Product" and "Component" information at the top of the bug.
