Title is pretty self explanatory.

Right clicking on a Java project should have the option to create a module-info.java file under the New > submenu instead of Configure >.
As the developer is creating a new file it is very counter-intuitive to have it under Configure >.

Right clicking on a package or the project should have an option to create a package-info.java.

I perceive this as a major usability issue. I would also expect all files could be created from the "New" wizard, even the module-info.java.
The configure menu is a mess when you have many plugins installed, it's not browseable, the sorting seems chaotic... It's really one of the worst places to drive users.
