Clone of bug #525990 to report the fix in EEF 2.0.1.

Original description: It is hardcoded in https://github.com/eclipse/eef/blob/master/plugins/org.eclipse.eef.properties.ui/src/org/eclipse/eef/properties/ui/internal/page/propertylist/EEFTopNavigationElement.java l96, which makes it non-internationalizable.

Sample project to validate the issue

Steps to reproduce/validate:
1. Import the attached project in the workspace.
2. Launch a runtime in French, i.e. in the launch configuration parameters, tab "Arguments", section "Program Arguments", add "-nl fr".
3. Create a modeling project, open it and select a file/resource, for example the aird file. There is no properties view configured for these so it should display the message. Make sure the message visible is the french translation from the fragment.
