I know that GEF Legacy is in maintenance mode, however with recent developments for HiDPI GEF stays too far behind to be 100% usable with new versions of Eclipse.

A minimal update would consist in adopting new HiDPI APIs and providing x2 resources for icons and other images. For icons it would mean providing an SVG version that can then be exported to different resolutions.
