Moving to platform resource for comments. Exactly the same issue occurs on Ubuntu 16.04, 64bit, XFCE. This leads to conclusion it is not platform specific. There is a workaround for this issue. If you set the "Text Editor" as your default in your file association preferences in Eclipse (General-Editors-File Associations) -- Select *.sql, add Text Editor, highlight and select Default button, then you can open these files. The issue appears to be specific to the SQL Editor and the invocation from the history window.
