Bug 339292 is a really nice enhancement of the "New Annotation" dialog (looking forward to it in Neon :-), but it doesn't offer adding java.lang.annotation.Inherited [1]. I think it should.

Also, if no @Target is selected which is inheritable as per [1], a warning should be displayed.
