Build 20031218

As described in bug 46332, the commit working copy operation should only lock 
the cu parent's folder and not the entire workspace.

Moved JavaElement.runOperation(...) to JavaModelOperation and changed it to 
take a sheduling rule (the workspace root by default). Overrode the scheduling 
rule in CommitWorkingCopyOperation to return the package's folder.
