Pengcheng Wu of Northeastern has proposed AspectJ include staticly-executable
advice and submitted an implementation.  This bug is to track the findings and
schedule for that.  His implementation is at

This adds some useful information to the referenced bug, but I'm still marking 
it as a duplicate to keep all of that discussion in the same place.  That bug 
summarizes why I believe we should postpone work on this for a while if not 
indefinately.
