Steps to repeat:

1. Ctrl-Shift-R
2. *.java
3. Select multiple items

Note that Open With drop-down is disabled.  This apparently did work at some point (bug 46118).

This will require modifying Face's OpenWithMenu, and is a bit more involved than what can make into M7.
